Why aren't women ordained deacons or priests?

I am a practicing Catholic. However, it is becoming increasingly difficult for me to accept the Church’s stand on women taking an active role in the liturgy. Several years ago I had hopes that women would be considered for deacons and eventually priests. It appears we have gone backward. Why is the Church continuing to ignore this issue?
