Why can't a Catholic Apologist speak about specific politicians?

I recently heard on CA Live Jimmy Akin respond to a political question, but the question had to be reworded. Jimmy Akin very sternly stated that he couldn’t officially speak about specific politicians, but only Catholic moral principles.
My question is:
Why can’t a Catholic Apologist speak about specific politicians? Is there some hidden restriction or rule about this?
