Why can't a Catholic wedding take place on a beach?

Please help me understand why a Catholic Wedding Mass cannot be celebrated on the beach or at another outdoor location. I have heard of Mass being celebrated on the beach, so why not a Wedding Mass? I am speaking of the case where the couple are both Catholic.
