Why can't miscarried babies receive funeral rites?

I find it difficult to reconcile the Church’s teaching that life begins at conception with the Church’s denial of funeral rites to miscarried and stillborn babies. Unbaptized infants who die just minutes after birth are entitled to a Catholic funeral, so why can’t babies who die shortly before? What’s the moral difference?
 
The Church does not deny funeral rites to miscarried, stillborn, or unbaptized infants who die soon after birth. Parents are free to request the funeral rite for infants for their child, even if the child is for some reason unbaptized. Many times parents of miscarried or stillborn children will choose not to have a funeral, but the option is open to them if they desire it.
