Why did God allow Satan to enter paradise?

I understand that God made man and gave him free will, to choose Him or not. However, God has dominion over everything. He banished Lucifer from Heaven because Lucifer renounced His Creator. What I don’t understand is why God would allow Satan near man. Why would God not protect us from the evil and toxic presence of this being. Satan could not have been anywhere in the vicinity of Adam and Eve had God not allowed it.
