Actually, infallibility does work like he described. The pronouncements of ecumenical councils are infallible when they meet the following 3 conditions:Two reasons why this is simply wrong: Infallibility doesn’t work like that (read Pastor Aeternae and Lumen Gentium) , the second is from the Holy Father in the prefrace to the CCC:
In essence, he says “THIS is the Catechism!”
He’s right.

- The pope (or his representative) has presidency over the proceedings
- Papal approbation subsequent to conciliar action
