Actually, infallibility does work like he described. The pronouncements of ecumenical councils are infallible when they meet the following 3 conditions:
  1. It was summoned by the pope
  2. The pope (or his representative) has presidency over the proceedings
  3. Papal approbation subsequent to conciliar action

I believe the Council of Trent meets these requirements
