Why do Roman Catholic priests sometimes celebrate civil weddings?

Too, you can have the wedding without the Mass and without the “trimmings” of fancy dresses, veils, matching/co-ordinating bridesmaids, flowers, etc. So it might look like a priest was celebrating a civil wedding, when the fact is that it is the sacrament with a couple merely dressed in “Sunday best” with just their two witnesses.
