Why do the Eastern Orthodox not fall under the condemnation of the Athanasian Creed?

With respect, most of the Orthodox do not share Kallistos Ware’s opinion here, especially the Russians, Bulgarians and Serbians - and, of course, the monks of Mt. Athos. Many Orthodox maintain that the undergirding theology of the Filioque is a heretical Trintariansim. This is mostly reactionary, probably to Florence, etc, as many do not even bother to care what St. Maximos had to say about it. Some, I’ve heard, are so virulently anti-Catholic that they straight deny procession through the son as St. Gregory the Theologian taught.
 
Although it is true St. Maximus is overlooked a bit in the Filioque discussion, most Orthodox who do engage this topic would probably see the Filioque as going farther than what St. Maximus was defending.

And that’s the problem. They condemn us for professing two principles and two spirations no matter how many times we explain that it is not what we mean when we say “and the Son.”
 
Well catholic with a lower case c can mean many things. Remember it just means "universal ". Formally the Orthodox church is called the Othodox Catholic Church.
 
When arguing about linguistic differences between Greek and Latin, is it any surprise that everyone speaks past one another.

The greek of the creed uses a word that means “proceeds in origin”, one of half a dozen or so that translate to the same word in Latin.

Use the greek verb with a conjunction for the object, and the statement is indeed heretical, by Catholic or Orthodox standards. On the other hand, describing the Spirt as proceeding temporally through or from the Son is consistent with Eastern and Western understanding.

A millennium of shouting at one another and condemning one another for view not actually held, enabled by linguistic quirks, while actually in violent agreement is enough.
