Why do you think Marriage Tribunals require civil divorce?

It is my understanding, that in order to bring a case before a marriage tribunal, petitioners must already be civilly divorced. What do you think is the reason for this?
If a couple was legally married while the Church declared their marriage invalid (non-sacramental), that couple would have every legal right (and expectation ) by the state to “live as husband and wife”.

However, if a Catholic couple is in a legal marriage that isn’t blessed by the church, then it poses the opportunity for scandal and sexual sin by that couple.

The church can’t aid sin, so it requires a legal divorce first.
