Why does God allow pain and suffering?

My husband has an issue with why God allows illness, pain, suffering especially children who are born mentally or physically handicapped. I try to explain about free will and the consequences of it, but he says that unborn children do not have a choice. He has a valid question and I don’t know how to answer him. Please help me.
