Why does God create a person knowing he/she will end up in hell?

I help facilitate an RCIA class, and an enquirer asked this question.
I had an answer, but would love to hear what you would have answered. I’ll bring that answer to class next week.

I had to answer “off the cuff”, and this is what I answered, "God has a purpose for every one of us. Our uniqueness (in all time and even in the future, no one will be another you.) You have a purpose on this earth. In our free will, we sin, make mistakes, and can even be downright evil. But God can even use an evil person at some point to effect a good thing, or His will. I based that on :
Genesis 50:20
“As for you, you meant evil against me, but God meant it for good in order to bring about this present result, to preserve many people alive.”

Please help?
