Why does God resurrect the damned on final judgment?

Yes. Catechism
1057 Hell’s principal punishment consists of eternal separation from God in whom alone man can have the life and happiness for which he was created and for which he longs.

Therefore the converse is heaven’s principal reward of eternal union with God in the life and happiness which mankind was created for and longs for.
