Why does the "Year of the ----" always begin in October?

How come when the Pope declares a year to something, it always begins in October? The Year of Saint Paul and the Year of the Holy Spirit also began in October.

I thought maybe it was in October under John Paul II because his pontificate began in October, so he would count each year by the year of his pontificate.

But the Holy Father Benedict XVI was elected in April, and here he just announced for the Year of Faith to begin in October 2012.

What’s significant about October?
 
IIRC, he Year of St. Paul began at the end of June.

The “Year of Faith” begins in October to mark the opening of the Second Vatican Council - the 50th anniversary will be next year. (October 11)
 
when is the next Marian year going to be? The last began on Pentecost 1987 until Assumption 1988.
