Why doesn't the Church allow funerals for miscarried or aborted babies?

Does not the Church believe that an immortal soul is created at the time of conception? If the Catholic church was truly concerned about ending abortion, why does it not permit a funeral for a miscarried or aborted baby? I think if it did, abortion would end in a matter of months! Thanks.
