Why doesn’t the marriage tribunal encourage investigation of validity with a legal Separation?

Thanks. I agree 100%It is my POV that the average person does not even consider legal separation.
It is my understanding, that in order to bring a case before a marriage tribunal, petitioners must already be civilly divorced. What do you think is the reason for this?
No, they are ensuring that the civil contract of marriage has ended before they get themselves caught in the middle of that. Also, in some states, including mine, child support is not possible until you get divorce proceedings started.The tribunal is “ensuring” divorce and then placing themselves in a spot to try their best to find an impediment. When a lawyer wants to apply an impediment, there isnt much preventing that from happening.
