Why don't Catholic women cover their head?

In 1Cor.11 Paul addresses the Church and clearly says that if a woman does not cover her head she might as well shave her hair off. Some have said that it is meant only while praying or Prophesying (ie. only in church) but does the bible not tell us we are to pray continuously? whether in church or not?
