Why don't some churches have holy water fonts?

Where can I find info on why some churches do not have Holy Water in the fonts by the doors as you come into church.
 
Every Catholic church is required to have a holy water font.

Catechism of the Catholic Church:

1185 The gathering of the People of God begins with Baptism; a church must have a place for the celebration of Baptism (baptistry) and for fostering remembrance of the baptismal promises (holy water font).
