Why is Communion in the Hand allowed?

My understanding is that there has been no Pope who has approved of Communion in the hand. Why do the Bishops agree to allow this profanation to continue? Witches, Satanists,
communists and liberals rejoice at the fact that this is allowed. Why do we accomdate them?
