Why is it bad to let lay people bless you with their hands on your head?

Why is it bad to let lay people bless you with their hands on your head?

A priest was giving a sanctification service and during his closing remarks he said that it was very important that when receiving a blessing from a lay person we absolutely must not let them put their hands on our heads. And that when we give blessing we must put the hands on the shoulders or below. Only priests are allowed to bless people with the hands on the head. He said that there was a very good reason for this that went beyond just following the rules/tradition/doctrine. It was the end of a very long Sanctification service so he didn’t explain why.

Now the question is kind of bothering me. Why is it important that when lay people bless us we insist that they NOT put their hands on our head?
