Why is the pope called the Bishop of Rome?

Why do we refer to the Holy Father as the Bishop of Rome?

Because he is. Just as your local bishop is bishop of your diocese, the pope is the Bishop of Rome. It just so happens that the Bishop of Rome is also the head of the universal Church (i.e., the pope).
