Why is the proclamation of the Gospel reserved to clerics?

Why is the proclamation of the Gospel during reserved to clerics? I’m looking for something a bit more than “because the Church says so.” I believe that it’s properly part of the deacon’s responsibilities, although any cleric can proclaim the Gospel at Mass?

I’ve never understood why it’s limited to clerics? Particularly when a cleric has a difficult proclaiming the Gospel so that it can be understood due to not being very familiar with the language used locally, speech impediments, advanced age, etc.

In such cases (and they are certainly not uncommon around here), it makes very little sense to me. More like a regulation, just to have a regulation.
 
I’m not 100% sure, but I think it has to do with proclaiming the words of Jesus. Since all members of the clergy in some way act in persona christi (according to our handout on this doctrine from RCIA last year, deacons exercise this, though to a lesser extent than priests), proclaiming the words of Jesus is a prerogative of the clergy.
