Why isn't the Church a democratic institution

Pope Piux IX was stating that the State has the DUTY to promote the One True Relgion, the Catholic Faith. If it does not, it is because that particular government is not “righteous”. A righteous government has the responsibility to be a Catholic government. There is no way for a government to be righteous, and not support the Catholic Church.
You haven’t taken your fourth degree yet, have you?

American history has taught me self-evident truths in a dramatic and meaningful way.
John,

I think you might want to work on your logic and debating skills before making such a sweeping declaration for change in the Church’s governance. I am speaking here as a friend and fellow Catholic, not to simply disagree.

The sentence above, as an example, is contradictory within itself. A truth that is self-evident would not have to be taught. So there can be nothing dramatic or meaningful from a logical contradiction. (As an aside, there is a debate on whether the “truths” mentioned by Jefferson are indeed “self-evident” and many philosophers argue that they are not.)

I think that in your original post you also used the term “fallacy” incorrectly. Again, I don’t mean to be hyper-critical. Yet, to challenge some of the fundamentals of the Church herself, one should bring an extremely strong argument to the table.

I hope this helps you in the future when making any argument for any debate.
