Under what conditions does a Confessor choose to not give a penance for sins confessed?

He could have simply forgot.

I don’t think penance is a requirement for a proper confession. All thats really needed is for the pentient to tall their sins by kind and number (if remembered, to the best of their ability) and the priest to say “I absolve you in the name of the Father, and the Son, and the Holy Spirit”
 
I agree, forgetting could simply be the answer. What the penance does is to begin the penitent moving in direction of desired change.

If you want to, select something good to do to help “repair” the damage of your sin and simply don’t tell anyone about it.

It’s the forward motion that’s important.
