Why stand and not kneel for Holy Communion in the US?

I would like to know why the ceremonial laws in the US prescribe that communicants should stand and not kneel and what the “pastoral reasons” for this are. It seems that people who still kneel are no longer denied Holy Communion, but they are to be instructed to receive standing, which means that receiving kneeling is intended to be rooted out. Question is, why so?
