In Exodus 3:1 the mountain Moses brought Israel to is called Horeb. In Exodus 19:11 the mountain God descends on is called Sinai. Why are there two names for this pivotal mountain of history?

Horeb was an area that contained a mountain. In Exodus 3:1 Moses came to the mountain of Horeb. Sinai is the actual mountain. Horeb = Sinai in the Northern dialect of Hebrew (i.e. the Hebrew spoken in the Northern Kingdom of Israel).
Sinai is the same mountain as used in the Southern dialect (i.e. the Hebrew spoken in Judah).

The change in the name on the mountain could be because the name “Sinai” actually means “bush of the Lord” (cf. The exhaustive dictionary of Biblical names). It could be that Horeb changes to Sinai to recall Moses’ experience of the burning bush." Dr. Tim Gray and Jeff Cavins make a similar point on page 76 of their book ‘Walking with God.’
“A careful reader will note that the name of the mountain of God has changed from Mount Horeb, when Moses first came to it (Ex 3:1), to Mount Sinai, when Moses returns with Israel (Ex 19:1, 19:18). This change likely results because the Hebrew word for “bush,” which Moses saw burning on the mountain, is sene. In this Book of Names, Horeb becomes Sinai to recall the great encounter between Moses and God at the burning bush.”

In Hebrew Sinai means thorn probably referring to the bush that was not consumed. Horeb means wilderness or desert. Many places have two names e.g. Mt. Pisgah is also Mt. Nebo, the location Moses went to die.
