Why was Bill Clinton given the Eucharist?

Some years ago, while watching television, I remember seeing Bill Clinton (while President) receiving the Eucharist. What is the Church’s rationale for this, especially since it is well-known in this case that the recipient is a Southern Baptist?

The Church, as an institution, does not approve of the ordinary reception by Protestants of Catholic Communion. The particular priest who gave Bill Clinton Communion did so on his own and was reprimanded by the Vatican for his action.
