Why would God creat the devil if he knew he would betray him?

Why would God make Satan a Angel, if he knew that he would eventually turn on him, and fall?
 
God gave His created beings free will - we can obey Him or disobey Him, love Him, ignore Him, or even try to work against Him. He could have created an army of obedient robots, but He didn’t. In giving us the choice to love and serve Him, He knew that would mean that some would ignore Him and others would turn against Him.

I think of this in terms of my own children. Nothing means more to me than when their faces light up and they run to me and throw their arms around me. That would mean nothing to me if their only option was to obey and love me.

God gave us options, knowing that one of those options is betrayal.

Because he considered that creating beings whom He could love, and who could and would love Him, was worth it. And those beings must all have free will, or they could not love Him (for compelled love is no love at all). And with free will, it was inevitable that some would choose against Him.

I’d like to add to this excellent answer. God creates souls because he know that the souls should like it, even though some souls choose not to take advantage of all the good God offers, and some try for all eternity to fill up the God-shaped hole in their heart with self. Some folks prefer to stayed locked up in their own little jail cell rather than serve God. God lets them.
