Why would God create an entity the capacity for evil if God is good?

If God is good, all knowing, and perfect, how and why would he create an angel who would undermine him and potentially lure all of humanity in one way or another to do great acts of evil? Most importantly, how could he create an entity with the capacity for evil if God is good?
