An omnipotent god, in order to do any particular thing, must choose to do that thing - he cannot be constrained by circumstance, since that makes a nonsense of the claim to omnipotence.
In other words God could constantly defeat the purposes for which He created the world. He could indeed but inconsistency is a sign of insanity… When a system is created the designer is constrained by the need for consistency with the purposes for which the system is created. There is no point in establishing the laws of nature if they are going to be constantly suspended. Omnipotence does not mean anarchy!
