I am trying to locate the verse(s) that discuss witnessing of a crime and not taking action is just as guilty as the one committing the crime.

Catechism of the Catholic Church:

CCC 1868 Sin is a personal act. Moreover, we have a responsibility for the sins committed by others when we cooperate in them:

• by participating directly and voluntarily in them;
• by ordering, advising, praising, or approving them;
• by not disclosing or not hindering them when we have an obligation to do so;
• by protecting evil-doers.

My brain is kinda foggy at the moment. ( that is where it spends most of its time anyway ) I don’t know if ( Ez 3:18-21, 33:7-9 )
is any help as to what you are looking for. They both pretty much say the same thing . I would also look at Jas 4:17. When I wake up I will try and remember to look for something else if these are of no help.
