If Bible is a complete word of God, I am curious if He still talking to us today in our conscience and heart.

The Word of God is complete and given to us in Sacred Scripture, and Sacred Tradition, and the Magisterium. The Word of God has been aptly called a 3-legged stool. CCC paragraphs 75-79 address this more thoroughly. If we only look at the written Word of God, we are ignoring the spoken Word of God (Sacred Tradition) which is the oral teaching of the apostles’ preserved in the Church for posterity. We’d also be ignoring the Magisterium, the voice of the Church guiding, teaching and protecting from error. For example, in the early Church, no one had ever heard of stem cell research. The Magisterium has spoken out against this as a moral evil. Without the Magisterium, everyone would just decide for themselves.
The Bible itself says we should obey the oral teachings of the apostles (Sacred Tradition).

2 Thessalonians 2:15 “So then stand firm and hold to the traditions we passed on to you, whether by WORD OF MOUTH or LETTER from us.”
How God speaks through our consciences (in choosing right and wrong) is the application of God’s Word to our lives helping us to live out Its teachings. He speaks to our hearts in many ways showing His love and care for us, giving us understanding of His oral and written word, giving us courage, strengthening us so we can use every moment for His glory, etc.
A word of caution though: When God speaks to our consciences or hearts, this is PRIVATE REVELATION and not to be considered as Infallible as Sacred Tradition is or Sacred Scripture is. There are certainly different levels of God’s revelation to us.

the complete Word of God is Jesus Christ, the Second Person of the Blessed Trinity. The Bible is the authentic written record of the revelation of the Word by God to His people over history and contains the Word of God inspired by the Holy Spirit who guided its sacred writers, but it is not the complete Word of God. That revelation is also received, transmitted and protected in Sacred Tradition, from which the written scripture is derived, in the magesterial teaching authority of the Church, the Mystical Body of Christ on earth. yes God still speaks to the individual in his heart, intellect and conscience, but only when that individual is receptive. If the individual imagines he is hearing something that contradicts the scripture or teaching of the Church he must discern, with the guidance of the Church, the authenticity of that message.

He certainly is, but you must “lean not to your own understanding”. Using personal understanding of scripture without the guidance of the “Pillar and Foundation of Truth” is an error and warns us saying no understanding “of scripture is made by private interpretation”. That would inevitably lead to error and eventually schism and thousands of denominations each with conflicting interpretations of scripture. A situation that is prophesied in and condemned in Scripture.

How does one respond to a priest who claims that we don’t need the teachings of the church and that we should intrepret the Bible ourselves and share what it means to us?

First of all, I’d tell him he is dangerously close to going down the same route as those who confess sola Scriptura.

The response I would make is to find a different parish that is faithful to the authentic teachings of The Catholic Church. He’s got the bully pulpit and so you can’t win this argument. If he leads the flock that he is charged with the care of down the road of heresy and apostacy, I wouldn’t want to be around.

The bible is the incomplete Word of God, it lacks the living tradition and magisterium to guide interpretation in and of it’s self.

God speaks to our conscience. This is why it’s important to have a formed conscience based in truth of the Written and Spoken Word of God . Aka The Holy Scriptures , Holy Tradition. Also God can speak to us of course through Nature, through other people etc

Does not the Catholic Church teach that no new revelation is necessary nor any new revealers after the closing of the canon. I think many protestants get confused on this because the Catholic Church puts strong emphasis on continued Church teaching. To my understanding this continued teaching revolves around the continued task of the Church being led by the HS of making that revelation useful and addressing ongoing problems that arise in the world throughout history. Obviously there are problems in the world today that the NT writers could never of imagined. Ironically to my surprise as a former Protestant the Catholic Church as I understand it now is the most biblical Church of all. This only makes sense when you have a teaching authority to help settle differences with multple Christians led by the HS disagreeing with each other.
