God Gives to every man; a mind, intellect, and freewill attached to their soul

Does God then have an agenda? A reason for doing this? If so what might it be?
 
You are way off base.

I suggest the book Theology For Beginners by Frank Sheed.

If by “want” you mean “need” or, worse still, “lack,” I can’t agree with that. Also, the word “agenda” has too many negative connotations. Apart from this, however, I think most of us would agree the reason G-d gives every person a mind, intellect, and free will is to show His love for us by not creating us as automatons. Further, by means of free will we come to know and love G-d at a much higher level than if we were compelled to love and worship Him. We are created in G-d’s image, with the power of reason and emotions. But we are not miniature gods. Instead, we are limited by human reason and human emotions. There is also in Judaism a belief that G-d created the universe partially incomplete, and it is our job to complete it by means of transmitting our love and charity to other beings, human and otherwise, and using our reason, imagination, and creativity for the care and enrichment of others.
 
How could God be wasteful? He has an over abundance of everything, and the grace to use it wisely! 🙂
 
I would note that in the miracles of the loaves there was always a superabundance of bread - much more than was needed. However the scraps were always gathered and, presumably, used.

Even the dogs eat the scraps that fall from the rich man’s table or so the Gospel says.
