I was baptized Roman Catholic but went to a Lutheran church/school as a kid and I haven’t gone to any church since 13 (I’m 19 now). Would I have to still go through RCIA? I’m assuming I wouldn’t have to get re-baptized…

Yes, I think you would, because although you were baptized, you haven’t received your First Eucharist so you’d need preparation for that, as well as your confirmation. But no, you wouldn’t be baptized again.

You would not need to get rebaptized. Baptism lasts forever.

If you never received first communion or confirmation and were raised outside the Catholic Church RCIA probably makes sense, despite the fact that your Catholic baptism technically makes you Catholic already in a way most others raised in Protestantism are not. I don’t know what the actual rules are in this regard, if there are any. I would talk with a priest and ask what you need to do.

Technically, RCIA is for the unbaptised. It’s not a class, it’s a series of rites. None of those rites would apply to you since you are already Catholic.

That being said, since you were not brought up in the Catholic Church and did not have catechesis when you were younger, you will need some “catch up” preperation. The classes the RCIA candidates attend might be the best preparation for you to receive the other Sacraments. You should also check with the diocese. Ours has a completely different program for adults who were never Confirmed. As an adult, you will probably receive Confirmation first and then receive your First Communion, likely at the same Mass.

it is up to your pastor, make an appointment and share your story so he can give you preparation that you need and works best for you. There is a provision in the RCIA for baptized but uncatechized adults. That can be people like you who were raised in a non-Catholic denomination and have good basic Christian formation, but are lacking in knowledge of specifically Catholic doctrine and practice, particularly on Eucharist and the other sacraments, or who bring a lot of questions to resolve. It could also cover people who were baptized but have had no religious upbrining to speak of and are essentially covering the same ground as the unbaptized.

Baptism is the differentiating factor, and the baptized do not have the same rites as the unbaptized, although there are optional rites for them at different milestones in their journey.
