Would like to know what this is & it's purpose please!

So my husband and I purchased a vehicle from a friend many years ago. We were cleaning it a year or so later and found this charm sitting under the seat. At the time being Jewish I had no idea what it was, I thought it was my husbands (lifelong catholic), but it wasn’t. Now a number of years later we no longer have contact with the seller of the vehicle and I am now catholic and I had a few questions about this piece.
  1. Is this a metal scapular medal?
  2. What other medals are in it?
  3. If it was someone else’s can I have it re-blessed and use it?
