It is all against the infallible teaching of the church. There is no excuse there are no reasons. Do we believe in God or are we our own god, are you Catholic or are you pagan, are you bound for Heaven or Hell?
Apparently not. You don’t get much more orthodox than Archbishop Chaput. I think the key is that it must be the prevention of pregnancy after a rape has occurred. It’s too late if pregnancy has already occurred. Unfortunately, most “emergency contraception” legislation does not consider (and probably doesn’t care) whether it is truly preventing conception or killing the unborn.
