The bottom line is that “meatless” is not going to be a penance for all.
“Vegetarian” or even “vegan” is not going to be a penance for all, as there are those who eat like that frequently, all the time, or even whole countries where most people are eating vegetarian or vegan because that is their normal diet. I wouldn’t have a problem with either one for a few days.
Fasts on bread and soup, or even bread and juice, might not be penance for all (wouldn’t be much of one for me)
Fasts on milk and honey might not be penance for all (wouldn’t be much of one for me - the milk contains enough sugar to keep you going)
Complete fasts, as in eating nothing all day, may be too much for some of us who have medical issues.

I think we just need to pick something that meets the Church requirements and also, if we feel the need for a food penance, imposes some penance on us. Or else we could meet the Church’s food requirements and select a different act to do for penance.

My mom used to be Methodist, and she and her brother converted to the RCC, leaving 2 other brothers Methodists. That term gets throw around a lot in an endearing fashion.
