In a May 4 audience with the prefect of the Congregation for the Causes of Saints, Pope Francis approved the publication of decrees that advance 12 beatification causes.

I heard Fr. Benedict Groeschel talk in detail about the life of Fr. Casey, and he has been on my short list of holy people for whose soon beatification / canonization I pray. Great news. Father Solanus, pray for us.
 
Perhaps someone can educate me. Is it solely up the to Pope as to what causes advance? For example with someone like Blessed Karl, who has already had a second miracle approved by the Vatican, does his canonization hang in limbo until the Pope decides to advance it, or does someone else get to choose? Aka does the Congregation for the Saints decide or merely recommend to the Pope whose causes to advance?
