What makes you think that adding the laity would improve the process? The “laity” elected George Bush.
 
Pp. 247-255 in God’s Choice by Weigel discusses in -depth the possible reforms Benedict will make to this process. It says in theory the nuncios are to take broader (name removed by moderator)ut, but usually only consult existing bishops, making it someone of an “old boy’s club”. Benedict has apparently considered formalizing the process of getting (name removed by moderator)ut from priests and lay, and the example cited where the system broke down the worst was the seleciton of a new archbishop for Boston in 2002; apparently no one consulted had any knowledge of the disaster going on in Boston with the scandals etc., so the new archbishop ws ill-prepared for what he found when he got into office.
 
While lay (name removed by moderator)ut can be quite valuable and reflective of the realistic sensibilities of the diocese, I also think that oft times lay consultative groups aren’t necessarily made up of the best or most insightful people. For there is a Church politic involved here, too. The people who get chosen are typically either favorites of pastors or just the ones who can be easily be found that are willing to do the job. But voices which may have the best insight or a challenging opinion can be too easily overlooked.
