During the creation period the laws could not be catalyzed?The rules that govern matter, or “the laws of nature” are the consequences of the properties of matter/energy itself. When God creates matter, space and time (and the resulting emergent laws of nature) are neccesarily created at the same time. Time and space are both consequences of matter. Laws of nature or “rules” are the emergent properties of the “stuff” of material creation.
Now God is in eternity and everything is present to him. We are contingent beings so we are part of a sequence of matter, time, space etc. Of course, our spirit is also contingent, but not on matter (rather on God.) The creation period seems to me to be both “all at once” (inasmuch as God creates out of nothing and we are part of his creation) but also it is gradual (inasmuch as we are bound by time and contingency, at least while we are embodied). It’s a matter of perspective. God is in eternity, we are not.
I agree that God is outside our frame. Some have described time from God’s point as like a drop of milk scattering in all directions as it hits a surface. We only see it as linear.
