Here in the Philippines it is NOT a Holy day of Obligation and it is NOT an obligation that has been moved to a Sunday.I noticed a number of folks from outside the US who answered “no, not here”. Is this technically correct? I ask becasue we were discussing this very issue in my Confirmation class last week.
My understanding is that All Saints (November 1) is a universal Holy Day of Obligation, however some Bishop’s Conferences have transferred the celebration of the Holy Day to the previous Sunday.
So, would the answer to the OP’s question be “Yes, but it is not always celebrated on November 1st”?

All countries do not have the same number of Holy Days of Obligation (moved to Sundays or not).
Another example is that August 15 - The Assumption is NOT a Holy Day of Obligation in the Philippines (and has not been moved to a Sunday).
