I wouldn’t call the recipient of Holy Orders the “matter” of the mystery.

But, on the other hand, not every person can licetly receive every sacrament.

For example, and unbaptized person can receive NO sacrament but Baptism. Someone below the age of puberty cannot receive the sacrament of marriage.
