If this is truly what you are regularly getting then I can really see the reason for the frustration.
What have you done to call attention to this? This is a suggestion for you; write a letter and send it to three people, the homilist, the pastor if it is a different priest or deacon, and the bishop. Not in anger or in a disrespectful manner but a letter vocalizing your displeasure in the Sunday homilies, or lack there of. This can be done anonymously or signed. Signed always holds more water but I can assure you that these tactfully and respectfully written letters are taken very seriously and if you request it responded to.
I can see where once a year or so a “business” homily is part of parish life, but you have described repeated weekends where this is taking place; this is not normal.
It is possible that the priest is just “stuck in a rut”. As a homilist I can see how one topic can be a reoccurring theme we must be aware of. So for starters chalk it up to “he doesn’t realize what he is doing” and give him the nudge he may need.
I know some here will say not to take this step, instead just go talk to the homilist and if you feel comfortable doing that it may be the best first step. Bottom line is, someone needs to make him aware of the issue causing a stir in the parish. I’m sure it is not just you thinking this.
