The history as related in the article is correct. In fairness to Kasper and the other Germans, it wasn’t just a German idea and predates 1993. Bishops from other countries, including the USA, wanted to have more “openness” in this area from especially the 60s into the 70s. The 1980 Synod of Bishops and *Familiaris consortio *served to provide definitive direction. Nevertheless, at least “behind the scenes”, bishops were looking for a different approach or more opportunity for individual decisions even after F.C.
On the other hand, I don’t know of any public “pastoral letter” like the 1993 German one coming from other Bishops, post-1981…
