Cardinal Mahony is still a Cardinal; he is Archbishop Emeritus of Los Angeles. Bishops have to submit their resignations at age 75, but Cardinals retain the ablity to vote for a new Pope until age 80. Only Cardinals get to vote, and they do not have to be bishops to be named Cardinals.catholic-hierarchy.org/bishop/scardc2.html
According to this site Cardinal Mahony is an eligible elector for a new Pope at the conclave
presently.
Would he remain so if Pope Benedict were to elevate Archbishop Jose Gomez to Cardinal of Los Angeles before the conclave? Or would both then be eligible electors?
This is a surprising state of affairs given the news today. A Cardinal Emeritus votes while the Archbishop of Los Angeles doesn’t.

The person elected Pope does not even have to be a priest–any baptized male is eligible. The last non-priest elected Pope reigned about a month and died before he could be ordained.
