This is all part of Pope Francis’ plan to move the Vatican to Medjugorje. Rome is too crowded.

That’s the first I have ever heard of that. Why would he do that?
 
He’s tired of dealing with the Roman Curia. He wants to form new Papal Offices, and fill them with pilgriming Catholics.
