Baby Funeral Question

My sister in law has had two early miscarriages, and each time she was able to have a burial in consecrated ground. From what I understand it is not a sin if this is NOT done, but some priests are harder to convince to do the Mass and burial than others.

I also think alot of it again has to do with space. Babies are small and children and adults are bigger. Maybe it just seems like a bad idea to use up so much burial plot space for a really small baby. It would be better to comemorate it at a shrine or keep it in a small urn instead.
