What are the Church requirements for where a Baptism can be held? I have a family member that is going to have their child baptised at home.

Can. 860 §1. Apart from a case of necessity, baptism is not to be conferred in private houses, unless the local ordinary has permitted it for a grave cause.
 
The only remaining question is whether or not your family member is Catholic. If they are not Catholic, then they are not bound by canon law, and the baptism may be performed by anyone, as long as the intent is to baptize, and the proper form and matter are used. However, there will be a problem in recording the baptism for the future, in case evidence of it is needed for church use.
