Thus, no language.I think as long as there is some correlation between “information” (using the term loosely here) and some set of expressions (gesture, signals, pattern of flag waving, numerical or alphanumeric sequences,…) I think it could be considered a language without being figurative about it. Even the chemical emissions of bacterial have been labeled as language.
Communication requires two people to have roughly the same ideas about the words they use – at the very least, overlapping ideas. (Hence the confusions on this thread).
