Oh, my apologies. I thought you were asking a pointed question about Vigano slipping away. Sorry for misunderstanding! I would guess he lives in Italy, but might be somewhere less conspicuous at the moment.

This is where your premise fails. This has nothing to do with confession or anything deserving of privacy. I’m not going to read the rest.
The Seal of Confession isn’t the only cause for sins to be kept private. I don’t reveal the sins of everyone I know, that would be sinful itself. The sin of detraction, from CCC 2477, involves revealing the sins of others, even when the accusation is true, without an objectively valid reason.
2477 Respect for the reputation of persons forbids every attitude and word likely to cause them unjust injury.278 He becomes guilty:
  • of rash judgment who, even tacitly, assumes as true, without sufficient foundation, the moral fault of a neighbor;
  • of detraction who, without objectively valid reason, discloses another’s faults and failings to persons who did not know them;279
  • of calumny who, by remarks contrary to the truth, harms the reputation of others and gives occasion for false judgments concerning them.
