Now that I think about this, maybe the situation would be different in a college where the tuition is not so high? I went to a state school and many of the people I went to school with were not from a class that their parents paid for everything.
My point was that you said the highest amount of unemployment was 60% of salary. If someone is living pretty close to the edge, then that won’t cover his expenses, mortgage, etc. So it might be that the others in his household would be “incentivized” to get jobs to help out or to cover their own expenses.
